1.) Yes, I think it should be limited some because it's not fair for someone to win just becasue of their campaigning skills. Campaigning does show your passion for what you want to do, but it should be limited. Plus, it gets annoying after awhile.
2.)  Because it allows McCutcheon to say whatever he wants.
3.) Absolutely not, it's their money. They worked for it, so they should be able to spend it however they please. Would I want someone telling me how and when to spend MY money? No way.
4.) Depending on your and how you campaign, you could win by not doing much.
