1.) No, the NSA should not be allowed to be in there snooping around unless there is a warrant or probable cause. Why would they want to serach unless there was a reason anyway? I feel like if they were looking "just because" they would find out information or private things that aren't meant for eveyeones eyes, or something that could get them in trouble.
2.) Tech companies would be against it because there is probably codes and secret information that they don't want to risk people finding out.
